BAGHDAD, Iraq -- A few miles north, the Iraqis were throwing flowers at the American tanks. In the east, the Marines advanced on the city without firing a shot.

But here, in the neighborhoods along Highway 8 in southern Baghdad, Lt. Col. Scott Rutter was pushing his soldiers yesterday to look for trouble before trouble found them.
